Basierend auf der zweisitzigen Robinson R22 des Unternehmens verfügt die R44 über eine hydraulisch unterstützte Flugsteuerung. Es wurde erstmals am 31. März 1990 geflogen und erhielt im Dezember 1992 die FAA-Zulassung, wobei die erste Auslieferung im Februar 1993 erfolgte.
